I've added a check for this in dodgy_looking_paths
We use iconv to translate filenames from UTF-8 to UTF-8, and report if there was
a problem.
This seems to accept filenames from the Commercial/Other folder, which has
Russian, Chinese and Japanese characters; yet it complains about umlauts and
quotation marks for bands like Motorhead.
This seems to be correct, since it's those files it complains about that are
stopping Picard from working.
