Turns out we weren't wrapping the coolDown program properly: we'd used
`--prefix PATH foo/bin` instead of `--prefix PATH : foo/bin`.
Fixed this in warbo-utilities, and also added an extra wrapper to the
service definition, so we can wrap coolDown in warbo-utilities' bin.
